This document is kept only as an archived snapshot of the intermediate Stability, Runners, Cache, Auth framing used before the pooled-substrate dogfood reset.

It is not the active architecture or delivery frame.

What remains useful from the older note:

• Phase 1 default-branch stability recovery was real and is still durable history
• the repo needed an explicit recovery pass before broader product work resumed

Why the larger document was retired:

• it sequenced post-recovery work as Runner Authority -> Cache Authority -> Auth Authority
• it centered repo and runner framing instead of the pooled shared substrate
• it no longer matches the active Linear project naming or the current repository contract

Use the pooled-substrate reset spec and plan for all active work.
