This document is kept only as an archived snapshot of the repo-shaped Runner Authority plan that was later retired.

It is not the current execution plan.

Why it was retired:

• it encoded repo-owned canaries as a positive delivery target
• it treated repo-specific runner labels and repo-shaped convergence as a valid Phase 2 architecture
• it routed Dell and other downstream work toward repo-shaped lanes instead of shared capability-class reachability

Use this file only to understand what was intentionally backed out during the pooled-substrate dogfood reset.

Correction on 2026-04-24:

• any remaining task language in older Runner Authority planning that points toward repo-specific runner labels, repo-owned canaries, or repo-shaped convergence is retired and should not seed follow-on work
• preserve the file only for historical reconstruction of the false turn and the proof surfaces that later had to be reclassified
